Twassecc Succession
The twasseccs practice an unusual form of government known as a pseudo-dictatorship. The twassecc Admiral has the power to do whatever he desires, and has near absolute power over the twassecc people. However, he is elected by the general public and can be removed from office by the general public. Therefore, while he has the power to do anything he chooses, the public has the power to remove that power, thereby keeping him in check.
However, as all know, the twassecc Admiral, while only technically in control of twasseccs, greatly influences other races as well. Therefore, non-twasseccs are actually allowed to participate in voting, on the following scale:
· Twasseccs and non-twassecc citizens of the Flagship, Alepso, Minthrop II, Benidis, or any Izava-P platforms get two votes each by default. Most use them both on their favorite candidate, but there is no rule that they have to do so.
· Allied non-twasseccs who live under the leadership of allied non-twasseccs get one vote each. Hurks and norkids almost never vote, but they are not prevented from doing so.
· The previous Admiral, in the event that he is still alive, gets one hundred thousand votes, unless he was removed from office by the public. In this case he gets two votes like any other twassecc.
· Grand Generals and Council Members get ten thousand votes each.
· Twassecc officers, shop owners, and explorers get four votes each. Allied non-twassecc shop owners and explorers who operate on the Flagship, Alepso, Minthrop II, Benidis, or any Izava-P platform also get four votes each.
· Any other allied non-twassecc species leader (Such as Kinthor and Trigaal) get one thousand votes each.
Voting is conducted at any circular terminal with adequate identification. Fraudulent voting, if detected (it usually is), results in execution. Voting never commences until the previous Admiral no longer possesses that rank, be it through death or retirement, to prevent him from unfairly using his power to secure his favored successor. During this time, a Grand General or Council Member volunteer holds the rank of Admiral. This temporary Admiral possesses the same powers as the true Admiral, but cannot dictate executions, new laws, or seize personal property.
